Inbound Manifest Module
The inbound manifest module handles the processing of inbound manifests. inbound manifests contain the lists of goods that are loaded on board of transport vehicle. inbound manifests are used in case of sea, air and railway transport. For those modes of transport the handling of inbound manifest is the most important step of entry process. The entry processes using inbound manifest consists of following steps:
- As a first step, trader lodges the entry summary declarations for the goods on board of the transport vehicle. The entry summary declarations and handled by the import control module.
- When the transport vehicle arrives, the trader lodges the inbound manifest that contains the list of goods that are on board of the transport vehicle, using the inbound manifest module. The inbound manifest contains references to other documents (entry summary declarations, transit declarations with security data, etc) that are previously lodged and analyzed to determine the risks.
- The inbound manifest module will collect all the identified risks from the documents referenced by the inbound manifest. The risks will be grouped according to the criteria (e.g. all risks applicable to the goods in the same container will be grouped together). inbound manifest module will assign the controls based on the grouped risks.
- Those goods that do not have risks can be immediately released for next custom procedure or put into temporary storage. Other goods must be inspected. The inspection is done by individual risk groups. When one control task is completed, its results can be immediately processed and the inspected goods can be released. This allows speeding up the processing of the goods. If the controls did not identify any discrepancies, the goods can be released. If there are discrepancies, the goods are stopped.
Upon the submission of the inbound manifest, the inbound manifest module communicates with import control module to verify the status of the referenced document. If the documents are missing, trader must amend the inbound manifest.
If the documents are found, inbound manifest module retrieves the risks from import control module in order to assign the controls.
When the controls are completed, the inbound manifest module informs the import control module about the release of goods.
