Cybernetica and the government of Benin have signed a multi-year contract to further strengthen the foundational technologies underpinning the country’s digital government. The partnership began in 2018 and ever since, Benin has made great strides in advancing the digitalisation of its public services. In the years following the start of the collaboration, Benin has considerably improved its performance on the United Nations Online Service Index* benchmark indicator. In 2024, Benin ranked 13th in Africa, exceeding the region average. The renewed agreement includes offering upgrades and maintenance for the national public services portal and the interoperability platform.
Cybernetica has entered a contract with the National Information Systems and Digital Agency (ASIN), the government agency coordinating and supporting digitalisation in the country. The scope of work includes supporting and maintaining the gateway to public digital services, the citizen portal, and the technology that enables seamless communication between different government agencies – the interoperability platform. As of today, over 50 government institutions are using these solutions to offer around 270 services in a more citizen-centric and efficient manner.

Digitalising public services has become an important pillar of modernising public service delivery in Benin and an essential part of its citizens’ daily lives. With more than 3 million monthly data exchange carried out automatically online, both the volume of paper documents and the time required for file processing have significantly decreased.
The Beninese version of the interoperability platform is based on the Estonian model, which is recognised globally for its efficiency and security, as well as its ability to help governments redefine how services are offered in the digital era. The underlying software is based on Cybernetica’s Unified eXchange Platform, a technological successor to Estonian X-Road, powering high-performance services without compromising the privacy or safety of the underlying data.
