Cybernetica and ETCB signed contract to develop new e-Tax Board

Cybernetica, Estonian Tax and Customs Board and The Information Technology Centre for the Ministry of Finance have signed a contract to develop the new e-Tax/e-Customs Board, scheduled to launch in 2020. The new e-Tax Board is user-friendly and accessible to all EU citizens with eligible authentication methods.

"The self-service environment will go through a complete renewal, allowing users a secure and simple log-in, along with other processes," said Rivo Reitmann, Deputy Director of ETCB. Among other updates, compliance to the eIDAS regulation is noteworthy, as it allows all EU citizens to log in and use Estonian e-tax services, as long as they have eligible authentication tools available (such as an electronic ID-card).

According to Oliver Väärtnõu, CEO of Cybernetica, the project marks a groundbreaking step in the history of the e-Tax/e-Customs Board. "It is a great acknowledgement for Cybernetica to carry such an important role in the development of the new e-Tax Board. We are glad that our long-running partnership with the ETCB continues on such a relevant path and we are able to contribute to the development of strategic e-services that impact the society as a whole. Back in the day, e-Tax Board was one of the first famed e-government solutions - upon its renewal, we hope to be the frontrunners again, in Europe and elsewhere," Väärtnõu said.

The four development contracts for person management concern user authentication and user data management for the new e-environment. In the new system, legal and natural persons will be able to use services with the same level of comfort and security, regardless of their country of residence. New access rights and authorisations management is also planned for the new e-environment, to enable a more efficient administration for the user rights of the different e-services in the new e-Tax Board.

The development phase is set to last for two years. New log-in will be available already in the beginning of 2018, while additional user experience updates will be launched in spring 2019.
