Cybernetica and the Tony Blair Institute for Global Change have successfully completed a project in the Republic of Moldova, focusing on cybersecurity maturity and future opportunities. Moldova has recently made impressive progress, for example establishing the National Cybersecurity Agency (ASC), launching the CyberCor innovation hub, and aligning national legislation with European standards such as the NIS2 Directive and GDPR. These steps reflect a clear commitment to secure digital transformation.
The report reviewed seven key areas of Moldova’s cybersecurity ecosystem: governance, infrastructure, legislation, education, research, international collaboration, and industry. Moldova has established a solid foundation in each, with international cooperation providing valuable expertise and momentum for national reforms.
The recommendations focus on building stronger institutional coordination, advancing EU alignment, expanding skills development, and supporting innovation. In total, the report outlines 84 concrete actions to guide the next stage of Moldova’s cybersecurity journey.

This project is just one of the steps Moldova has taken to continue strengthening its digital resilience in line with European and global best practices. Last year, Cybernetica evaluated and analysed the Moldovan digital identity ecosystem to support the provision of secure identification and trust services. The goal of the project is to support the Moldovan Government in better planning the requirements and investments necessary to allow its digital identity solutions to achieve high levels of assurance as per European standards and regulations, in particular, the eIDAS2 Regulation and its recently expanded scope.
