Cybernetica to Support Côte d'Ivoire’s Digital Transformation

Cybernetica has signed a contract with Côte d'Ivoire’s National Company for IT Development (Société Nationale de Développement Informatique – SNDI) to deliver a secure data exchange layer, marking a significant milestone in the country’s digital transformation journey.

Commissioned by the Ministry of Digital Transition and Digitalization (MTND), the 20-month implementation project will be carried out in collaboration with local partner Digital Afrique Telecom (DAT).

Driving Côte d'Ivoire’s digital future

The Government of Côte d'Ivoire has set an ambitious goal to become a paperless nation and a continental leader in digitalisation by 2030, guided by its National Digital Development Strategy.

The new project will focus on enabling data interoperability across government institutions and between the public and private sectors, laying the foundation for scalable, secure, and efficient digital services for citizens, businesses, and government bodies.

Thanks to this platform, the different government administrations, long isolated, will now be able to exchange data automatically, in real time, and securely. “No more long and tedious administrative procedures where citizens are asked to provide documents already held by the State!” declared Ibrahim Kalil Konaté, Minister of Digital Transition and Digitization.

Cybernetica’s contribution

“We are happy to be a part of Côte d'Ivoire’s digital transformation journey. While the individual level of digitalisation of services in the country is already quite high, the next step is enabling these systems to work together. With our secure data exchange solution (UXP), organisations can communicate more easily, reducing the administrative burden for civil servants and making services more convenient for it’s citizens. This project will open new doors for digital governance and lay a strong foundation for further interoperability developments. By connecting organisations and systems, the government will be able to provide faster, more reliable services and strengthen engagement between citizens, businesses, and the state,” said Ants Anupold, Head of Data Exchange Technologies at Cybernetica.

The project will demonstrate technical interoperability. The secure exchange of data, documents, and services between participating institutions. Built on Cybernetica’s Unified eXchange Platform (UXP), it will connect key organisations in a shared data exchange environment and enable the first set of services that showcase faster, more efficient interactions between citizens, businesses, and government.

A central part of the initiative will be knowledge transfer: through technical training, workshops, and close collaboration, local experts will gain the skills needed to maintain and further develop the system independently. This approach ensures that Côte d’Ivoire will not only benefit from immediate service improvements but will also build long-term capacity to expand and scale digital services on its own terms.
