European military mobility platform successfully demonstrated in Tallinn

Arne Ansper speaking at the SDMMS demo

“By aligning with NATO standards and proven through real-world exercises, this platform helps to remove long-standing administrative barriers. In today's fast-changing security environment, modern, connected systems like this are essential to keeping Europe resilient.”

The Secure Digital Military Mobility System (SDMMS) consortium conducted a demonstration of its military mobility platform in Tallinn, Estonia. The platform's capabilities were presented to consortium members, Ministry of Defence representatives from participating nations, an expanded audience of NATO member states, and other stakeholders who expressed strong interest in the platform's transformative potential for European military mobility.

Transforming cross-border military movement

SDMMS is a digital platform designed to transform military mobility across Europe and NATO. The platform addresses one of the most persistent challenges in defence cooperation: the time-consuming administrative processes required for cross-border movement of military personnel and assets.

Currently, Cross-Border Movement Permission (CBMP) procedures in Europe require up to several weeks to process. SDMMS reduces this timeframe to 3-5 days while maintaining strict security standards. The platform enables real-time coordination between defence ministries, secure multinational data exchange, and streamlined annual permission procedures.
Built on Cybernetica's Unified eXchange Platform (UXP), which currently supports e-governance in 14 countries, SDMMS ensures robust cybersecurity, interoperability with existing military systems such as LOGFAS EVE, and seamless operation across diverse technology environments.

Pan-European collaboration

The SDMMS Platform is being developed by a consortium spanning 10 European countries. Led by Cybernetica and co-funded by the European Defence Fund, the consortium demonstrated the platform's capabilities to various stakeholders within the Ministries of Defence of participating countries: Germany, Poland, Czech Republic, the Netherlands, Estonia, Latvia, Lithuania, Luxembourg, Romania, Bulgaria, and Norway. Additionally, Belgium, France, Finland, Sweden, and the United States attended as observers.
This demonstration served as a critical testing phase before the platform reaches its final, market-ready state for adoption.

"At a time when Europe faces heightened geopolitical pressures, our military mobility platform creates preconditions for easier and faster movement of military personnel and assets within the EU," said Arne Ansper, Cybernetica's CTO and SDMMS Project Lead. "By aligning with NATO standards and proven through real-world exercises, this platform helps to remove long-standing administrative barriers. In today's fast-changing security environment, modern, connected systems like this are essential to keeping Europe resilient."
