Cybernetica has successfully completed the second phase of Ukrainian interoperability platform Trembita that has fundamentally transformed how Ukrainian citizens interact with government services. The project, implemented in partnership with the e-Governance Academy and supported by European Union funding, has achieved remarkable scale and impact since its initial deployment in 2019.
Unprecedented scale and impact
The Trembita platform, built on Cybernetica's Unified eXchange Platform (UXP) technology, has reached extraordinary milestones:
- 22 million users – representing 60% of Ukraine's entire population
- Over 12 billion data exchanges processed since launch
- 176 government registers now connected to the platform
- 148 956 years of queue time and waiting periods eliminated for Ukrainian citizens
- €1.5 billion saved in corruption-related costs between 2021-2024
Strategic partnership delivers digital resilience
The project began in 2017 under the EGOV4Ukraine initiative, funded by the European Union, with Cybernetica providing the core technology platform and the e-Governance Academy managing implementation. The initiative began at the request of Ukraine's Ministry of Digital Transformation to address critical challenges in public service delivery, including inefficiency, lack of transparency, and limited interoperability between government systems.
Oliver Väärtnõu, CEO of Cybernetica, reflected on the collaboration: "We have successfully collaborated with the e-Governance Academy and the Ukrainian authorities since 2017 and over the years our partnership has only become stronger and more mission-oriented. The next phase of the partnership will concentrate on scaling the platform, while also focusing on building the resilience and security of the technology."
Enabling ukraine's digital government ecosystem
Trembita serves as the foundational infrastructure powering Ukraine's renowned Diia digital government platform, which provides citizens access to over 140 government services through a single interface. The system has proven its resilience during wartime, enabling government operations to continue uninterrupted despite widespread disruption and cyberattacks.
The platform's impact extends beyond convenience, contributing to Ukraine's improved international standing. The country now ranks 5th globally in the UN E-Government Development Index for online services, while its Corruption Perceptions Index score improved from 33 in 2020 to 36 in 2023, partly attributed to reduced in-person interactions with government officials.
Advanced technology features
As part of the DT4UA project (2022-2025), Cybernetica has delivered Trembita 2.0, featuring:
- Standardised cryptography enabling cross-border interoperability
- Multitenancy security server operation allowing smaller organizations to share secure infrastructure
- Significant performance enhancements for improved system efficiency
- Personal Data Access Monitoring Subsystem providing citizens transparency into how their data is accessed and used by government agencies
