Cybernetica has been awarded a public procurement contract and has signed a four-year framework agreement with the Estonian Tax and Customs Board (ETCB) and the Information Technology Center of the Ministry of Finance (RmIT) to enhance and maintain the information system that supports the administration of income and social tax (TSD). As part of this initiative, advanced data-driven reporting capabilities will be introduced.
The TSD information system plays a vital role in Estonia’s public finances. Each month, more than 105 000 companies submit TSD declarations to the ETCB, reporting payments to nearly one million individuals. These declarations account for approximately 50% of state revenues, with the system facilitating over 9,1 billion Euros in tax revenue in 2024 alone.
“One of our strategic priorities is enabling digital and automated tax declaration,” said Külli Külm-Kivistik, Service Manager of the ETCB Income Tax Department. “A key step in achieving this goal is the implementation of data-based reporting within tax collection systems, allowing businesses to submit data directly from their accounting software to the ETCB without needing to access ETCB’s online system.”
“In addition to introducing data-driven reporting, another critical objective is the technological modernization and simplification of the service,” added Marko Mäe, Head of the Tax and Customs Services Department at RmIT.
