“GovStack compliant solutions like UXP allow countries to build on technology that is already tested, trusted, and secure, so they can focus on delivering impactful digital services for their citizens.”
Cybernetica joins GovStack's network of recognised companies, with Unified eXchange Platform (UXP) officially approved by GovStack as a software compliant with the Information Mediator Building Block — a foundational component of the GovStack reference architecture for digital public infrastructure (DPI).
The Information Mediator (IM) is one of the most critical building blocks in the GovStack reference architecture, serving as the central nervous system of a digital government. It enables other building blocks — such as identity, payments, and registries — to communicate in a secure and verifiable manner. Without a robust IM layer, interoperability across government systems remains fragmented and vulnerable.
Security is a founding principle of GovStack, and it is simultaneously at the heart of Cybernetica's DNA. With deep roots in cryptography and information security, decades-long track record in building X-Road and other Estonian digital government technologies, Cybernetica brings rigorous, research-backed security to every deployment of UXP data exchange platform.
UXP's compliance with GovStack's Information Mediator specification means that governments and development organisations can now adopt a proven, internationally recognised solution for secure data exchange without starting from scratch. Developing nations adopting this technology can leapfrog older, less secure architectures and immediately implement research-backed cryptography. UXP joins X-Road as one of only two software products currently recognised as compliant with the Information Mediator Building Block, giving countries a trusted, field-tested option as they build out their DPI.
"Countries building digital government infrastructure today don't need to reinvent the wheel," said Ants Anupõld, Head of Data Exchange Technologies at Cybernetica. "GovStack compliant solutions like UXP allow them to build on technology that is already tested, trusted, and secure, so they can focus on delivering impactful digital services for their citizens."
UXP has already been deployed successfully in numerous countries, including several developing nations, where it has underpinned national data exchange infrastructure. GovStack recognition formalises and amplifies this track record, making it easier for new governments to adopt UXP with confidence.
In parallel with UXP's product recognition, Cybernetica has also been listed as an approved GovStack partner company — an acknowledgement of the company's demonstrated expertise in applying GovStack frameworks in the field. This recognition is underpinned by Cybernetica's work on the Kenya GovStack pilot project, one of the real-world implementations of GovStack's interoperability framework approach.
This dual recognition creates a powerful synergy. Cybernetica can now offer governments not only a GovStack-conformant data exchange platform but also the end-to-end expertise needed to design, deploy, and maintain a wide range of DPI solutions effectively.
