UXP accepted into the Tech Sovereignty Catalogue

Cybernetica’s interoperability solution the Unified eXChange Platform (UXP) has been accepted into the Tech Sovereignty Catalogue in the solution category of ‘data, API, and integration services.’

“It signals our commitment to reinforcing Europe's digital autonomy," said Taavi Toomere, e-governance expert at Cybernetica.

"Being recognised in this category highlights the maturity of UXP as a foundational layer for sovereign data exchange."

Created in 2025 by the European DIGITAL SME Alliance and inspired by the EuroStack initiative, the Tech Sovereignty Catalogue collates key European-owned technology solutions across domains such as connectivity, cloud services, cybersecurity, data infrastructure, and artificial intelligence (AI).

The aim of the catalogue is to foster technological sovereignty in Europe by ‘fostering homegrown innovation, reducing dependencies on foreign technology providers, and ensuring a fair, competitive digital ecosystem.’ By doing so, the catalogue seeks to promote trust in European technologies and enhance digital sovereignty, allowing European citizens the freedom of choice around the technologies that they use.

To be accepted into the catalogue, UXP first had to pass the assessment stage, demonstrating compliance with eligibility criteria, including relevance, maturity, inclusion, control, location, and jurisdiction. The solution then underwent independent expert assessment to confirm its suitability for the Tech Sovereignty Catalogue.

UXP’s acceptance into the Tech Sovereignty Catalogue means that governments and other organisations can adopt a proven interoperability solution with strong references from a trusted European company. “By implementing UXP, public and private sector actors are adopting an already tested, trusted, and highly secure technology," added Taavi Toomere. "It is a solution that promotes Europe’s digital sovereignty, ensuring that our critical data ecosystems remain resilient."

Cybernetica has a long-standing track record in deploying e-government technologies, including UXP, across the world. Now, the European continent stands to benefit from a homegrown data exchange platform, compliant with the catalogue’s core tenets, in order to ensure effective and secure interoperability.
