Maksim Ovtšinnikov

Head of Data Exchange Technologies

Our Data Exchange Technologies Department has a new leader in the form of Maksim Ovtšinnikov! Moving forward, Maksim will be spearheading the development of UXP, Cybernetica's interoperability platform, and other innovations the Data Exchange Technologies Department is working on.

"I feel that it is a real privilege to work with all these extremely smart and intelligent people at Cybernetica and I'm very excited about this new challenge," claims Maksim. During his 4 years at Cybernetica, Maksim has grown into a leader by filling various roles: he has managed UXP deployment projects of different size and complexity, and led a deployment team consisting of DevOps engineers and Project Managers.

Be it at Cybernetica or elsewhere, Maksim likes to do a lot. He enjoys travelling, long-distance running, and cycling. Maksim also brews mead and belongs to the most successful quizzing team in Estonia. At work, Maksim values the impactfulness of his job and the chance to spread the word about e-Estonia.

"I want my work to be rewarding and this is one of the things that excites me about data exchange technologies and generally the stuff we do at Cybernetica," explains Maksim. "The solutions we implement impact the lives of millions of people across the globe in a positive way. I also love to share the e-Government experience with people from abroad and inspire them to make the changes in their own countries."

Leading Cybernetica's Data Exchange Technologies Department comes with a lot of responsibility. After all, here is where the foundation was laid for the Estonian X-Road, the interoperability solution behind Estonia's unique e-government systems. Cybernetica's UXP, based on the X-Road, is used all over the world, but Maksim is especially excited about the future of one specific project.

"As I have been in charge of UXP business development in Japan, I am most excited about our ever-increasing cooperation with Sumitomo Mitsui Trust Bank," reveals Maksim. "Sumitomo's standards are as high as they get in our industry and I am very proud that our product has been proven to meet these standards. This wouldn't be possible without the commitment from everyone working in our department."

Interoperability seems to be the way of the future. More and more private organisations and government institutions are starting to see the benefits of interoperable data exchange solutions. Maksim thinks that the next big leaps forward in the world of data exchange will involve cloud-based tech and data privacy.

"Generally, IT has been moving to the cloud during recent years, and the data exchange tech landscape is not an exception," explains Maksim. "Our department has been doing outstanding work so that our product could offer full support of the cloud architecture."

"We are also seeing that data privacy and consent management are becoming more important topics not only in the European Union, USA or Japan but all around the globe. Out data privacy team has been working on new UXP components that enable citizens to track how their personal data is used, and grant or revoke consent to access such data."

There's more to come, though. Not only regarding UXP but other brand new innovations as well. "Our development team has lots of other exciting ideas that we are not willing to publicly disclose just yet, but keep an eye on our website and social media in the near future," teases Maksim.
