Data exchange platform for Malaysia's digital government

Project Background

In 2021, in an effort to modernise its e-governance infrastructure, Malaysia began looking to improve its current data exchange solution. There was already a centralised data exchange solution for government services, known as Malaysian Government Central Data Exchange (MyGDX), in place. The existing solution was relying on centralised technology that is designed mostly for enterprise use and had limitations when deployed for governmental use. There were concerns about its ability to scale and the risks posed by its single point of failure. In light of the plans to significantly expand the digital government and the services offered in the near future, the administration decided to switch to a technology tailored to governments that would be a better fit for its needs.

As a result, Malaysia started a project with Cybernetica to upgrade its existing MyGDX data exchange layer to instead use Cybernetica’s Unified eXchange Platform (UXP). The main goal of the project was to provide MyGDX with new capabilities and functionalities by updating it to the latest version of Cybernetica's UXP technology. This upgraded platform would allow decentralised data exchange, eliminating the risk of a single point of failure, and would also allow infinite scalability for connecting organisations. The main objectives of the project were to facilitate data sharing and create coordination between government agencies and improve the performance of government service delivery. The implementation works were carried out in close collaboration with local partners, the HLA Group, as a part of the MAMPU PROJEK PENINGKATAN NATIONAL REGISTRIES project.

Cybernetica’s contribution

Cybernetica, as the technology partner was responsible for implementing the latest version of UXP technology as the basis for secure data exchange in Malaysia. UXP enables the foundation for public digital services and allows government information systems to securely and seamlessly communicate with one another.

During the course of the project, Cybernetica conducted systems analysis and testing prior to deploying its technology in Malaysia. As part of knowledge transfer and capacity building, Cybernetica provided user training (in a train-the-trainer format), compiled solution documentation and provided technical consultation and support in Malaysia.

In October 2022, as part of the project, a study trip to Estonia was organised. This included conceptual consultation on e-governance related topics (data exchange, digital identity, digital services) and a chance to meet with Estonian state agencies and learn best practices.

Since the initial project ended, Cybernetica has continued its work with Malaysia. This includes ongoing expansion of the platform, and providing maintenance and technical support. Since implementation, the platform has continued to grow with a number of new organisations joining and offering new services.

Project impact

  • The project improved efficiency and effectiveness of the organisations involved through the use of the data exchange platform. The project also improved inter-agency cooperation, ensured that information shared is accurate, accessible in near real time, and from authenticated sources, and reduced duplication of efforts in data collection. As a result, in addition to improving data management and data quality, this shared data exchange platform has contributed to saving time, manpower and application development costs.
  • There are more than 60 government agencies in the MyGDX ecosystem, with over 230 information systems connected. The most active services are personal identification checks and public servant status checks. Thanks to enhanced interoperability across entities of various sectors, data access and processing time have been considerably reduced, and the performance of government service delivery has improved. This in turn has played a crucial role in supporting the country's economic development and recovery efforts.
  • Transactions in the system have rapidly increased between 2023 (from less than 200 000) to 2024 (to almost 1.5 million), demonstrating the continued growth and uptake of the platform.
  • The use of the platform has accelerated the implementation of Digital Government by creating secure online data access for planning, development, monitoring and enforcement purposes.

Within the next 3 years, there is a focus on connecting 150 federal government organisations, and continuing efforts to further expand the platform.
