In a leap towards a digitally empowered future, the Government of Aruba and Cybernetica have expanded their collaboration to drive the nation’s digital transformation. Building on the success of their Proof of Concept (PoC) project, the newly signed agreement marks a significant milestone in Aruba’s e-governance journey, with the goal of establishing Aruba as a regional leader in digital innovation.
The Conexion interoperability PoC, launched in 2021, laid the groundwork for this expansion by testing citizen-centric digital services and showcasing the power of interoperability across government systems. With the PoC now complete, both Cybernetica and the Government of Aruba are excited to extend the platform across all government departments, bringing transformative digital services to citizens and businesses nationwide.

A vision for 2025: empowering Aruba through innovation

Under the renewed agreement, Cybernetica will enhance the UXP-based Conexion platform, a critical element of Aruba’s digital government infrastructure. This partnership is aligned with the Government of Aruba’s ambitious roadmap to reach key milestones by 2025, including:

  1. Interoperability pilots: Roll out three key digital services for citizens.
  2. Secure interoperability framework: Connect 35% of core government services through a secure interoperability network.
  3. Government cloud expansion: Establish a secure cloud platform supporting 35% of government departments.
  4. Centralised services: Consolidate 80% of the most frequently used third-party applications into a unified platform.

These initiatives aim to create a seamless, connected, and efficient digital ecosystem that will not only enhance the quality of life for Aruban citizens, but also stimulate economic growth through modern, accessible government services.

A strong foundation for future growth

“Cybernetica is thrilled to continue our collaboration with the Government of Aruba, supporting their ambitious digital transformation journey,” said Maksim Ovtšinnikov, Head of Data Exchange Technologies at Cybernetica. “Our previous successes have laid a strong foundation, and we are excited to expand our work to a bigger scale. Together, we will position Aruba as a leading example of innovative digital governance in the Caribbean, demonstrating the true power of collaboration between the public sector and the private sector.”

Ulrich Hermans, General Policy Advisor at the Ministry of General Affairs of Aruba, said the partnership with Cybernetica signifies a pivotal moment in Aruba's journey towards becoming a digitally empowered nation. „By harnessing the power of interoperability and secure digital platforms, we are laying the foundation for a future where innovation drives progress and government services become seamless, efficient, and accessible to all. Aruba is proud to showcase how e-governance can foster efficiency, security, and growth, representing our unwavering commitment to creating a connected, resilient, and inclusive society,” Hermans explained.

Leading the Caribbean in e-governance

Aruba’s digital transformation efforts reflect a broader trend of Caribbean nations embracing e-governance. Cybernetica’s experience in the region dates back to 2020, when the Bahaman national interoperability layer was deployed. This platform supports a unified government services portal that connects various departments illustrating the scalability and reliability of Cybernetica’s cutting-edge technology.
As the Government of Aruba continues to innovate, it is set to become an example of how e-governance can foster efficiency, security, and growth — setting a new standard for digital transformation in the Caribbean.
