E-enabled elections in Estonia: Forum on research and development in 2015

In Estonia, legally binding countrywide electronic voting has taken place since 2005. Basic principles of the framework have stayed the same since then, with the most notable change introduced in 2013 when individual vote verification option was added to the protocol.

In the past 10 years, both challenges and possible solutions have evolved considerably. It has become clear that consistent voting solution update is required to keep in pace with the fast-changing digital and social environment. To discuss various options for this update, an international forum will be organised in Tartu, November 5th – 6th 2015.

The forum will have two main parts. During the first half day, Estonian researchers will present the results of a 3-year scientific project that studied the Estonian flavour of verifiable Internet voting from both technical and social aspects. The second half of the first day will be devoted to the presentation of the development ideas of the Estonian solution. The second day holds additional interventions on the topic of remote online voting and offers brainstorming activity where feedback to the ideas of the first day will be gathered interactively.
