“We aim to deliver a data exchange ecosystem that will form a strong and scalable foundation for further digitalising the Spanish university system.”

Cybernetica is contracted to develop, deploy and configure the CAMINS interoperability platform to facilitate the exchange of data between Catalonian universities. The solution will be based on the Estonian interoperability framework with decentralisation, privacy preservation and scalability at its core. The project is financed with funds from the Recovery Plan, Transformation and Resilience financed by the European Union - NextGenerationEU, within the framework of aid for the modernisation and digitisation of the Spanish university system (RD 641/2021 of July 27, 2021 – UNIDIGITAL) promoted by the Spanish Ministry of Universities.

“We are happy to have Cybernetica’s experience in secure data exchange noticed once again, this time in the field of education. This will be Cybernetica’s first interoperability platform deployment in this sphere. We aim to deliver a data exchange ecosystem that will form a strong and scalable foundation for further digitalising the Spanish university system,” says Oliver Väärtnõu, CEO of Cybernetica.

Cybernetica’s head of Data Exchange Technologies department Maksim Ovtšinnikov notes that the CAMINS interoperability platform aims to modernise and digitalise the Spanish university system by automating inter-university processes. Additionally, interoperability enables the universities to leverage each other’s data and collaborate towards mutually beneficial goals by helping overcome their siloed structures and processes.
“This is achieved through enabling secure exchange of any type of university data, e.g., from students, professors, administration and service personnel. The project will focus on seven interoperability use cases to start with, in order to drive uptake of the platform and illustrate its value across different stakeholders,” Ovtšinnikov explains.

A group of public Catalan universities will participate in the project with University of Rovira i Virgili acting as the contracting authority and main coordinator. The five universities to be connected for secure data exchange are Autonomous University of Barcelona, University of Barcelona, University of Girona, Polytechnic University of Catalonia and University or Rovira i Virgili. Two universities – University of Lleida and Open University of Catalonia – will join the project as observers. And finally, Consortium of University Services of Catalonia will be providing local technical support and maintaining the infrastructure. The Consortium of University Services of Catalonia (CSUC) will provide the necessary infrastructure for the project.

Cybernetica is one of Estonia's leading ICT companies with cutting-edge technology and an excellent track record of e-government deployments in Estonia, including the development of the core e-government data exchange infrastructure (X-Road) and digital identity (SplitKey) as well as Estonia’s i-voting software. For over 10 years, the company has focused on replicating successful e-government deployments across the world, including in Ukraine, Japan, Benin, Tunisia, Bahamas, Greenland and others.
