The aim of this study was to analyse the impact of the biometric facial recognition measures for ensuring freedom of choice and directness on the e-voting system, and the applicability of facial recognition in the Estonian e-voting system.
Content of the biometric measure: to achieve the identification of a person by means similar to the identification of a person on-site, i.e., the person is also identified visually (the person is also checked on-site on the basis of a photograph of an identity document). Identification with ID card and mobile ID remains. Biometric facial recognition would be an additional measure.
Based on the existing EHS system (IVXV), the means of identification and signing are the same (ID card, mobile ID, digital identity card). The technical solution for the biometric measure was not pre-set (either automatic, personal identification, etc.) and different solutions were analysed.
The study was divided into two parts: an analysis of the legal framework and voter behaviour, and the IT feasibility of the solution.
